How might outlier learners belong, learn at their own pace, and deepen inquiry without being isolated by geography, labels, or school constraints?

The starting point and what remains untested

The proposal responds to a learning environment that often assumes a standard learner profile. Families and educators need accessible routes for consultation, continuity, and community. It asks how local spaces could complement public education and connect support at home, school, and in the community.

This is an early concept grounded in lived experience, field observations, and desk research. It has not been established as an operating program. Stakeholder conversations, prototyping, and validation in real settings are still needed.

02 / A NETWORK, AT A LOCAL SCALE

The terakoya reference contributes small scale, local adaptation, open entry, mixed ages, and practical learning. The proposal connects local spaces through shared practices, documentation, and partnerships.

These are hypotheses for testing. The diagram shows a possible relationship between hubs, not an existing network.
